Funeral services for Frank Dale Higgins, will be held 2:00 pm Friday, August 19, 2016, at the First Baptist Church in Ralston, Oklahoma with Pastors Jeff Kuhn and Mike Neefe officiating. Burial will follow in the Blackburn Cemetery under the direction of Chapman-Black Funeral Home in Cleveland, Oklahoma. Dale was born on October 19, 1933, in rural Osage County. He was the son of Joe Parker, II and Lowe Victoria (Rutherford). Dale was raised in the area of Middle Enterprise attending school and later graduated from Blackburn High School. Following high school Dale began working in the oil fields of Oklahoma. Dale also worked at the rock crusher during the time Highway 20 was being built between Hominy and Fairfax. Dale was united in marriage to his high school sweetheart Joan (Sperry) Higgins on June 1, 1952, The established their home in rural Osage County where they raised their four children Gary, Janet, Roger and Larry. Dale has always worked as a rancher raising cattle and horses. Those that knew Dale,know there is not a cow in Osage County that was fed or take care of any better than his. In 1988, Dale and Joan moved to their current home in Ralston, Oklahoma.

Dale enjoyed when he could be with his children, grandchildren and family. He always loved being able to work and take care of his cattle and horses.

Dale passed away on Wednesday, August 17, 2016, in Tulsa, Oklahoma at the age of 82 years old.

Survivors are his loving wife of over 64 years Joan of the home; four children Gary Higgins and his wife Ivy of Osage County, Oklahoma, Janet Webb and husband William of Pawnee, Oklahoma, Roger Higgins and his wife Lesa of Blackburn, Oklahoma, Larry Higgins and his wife Danelle of Osage County, Oklahoma; one sister Marylo Perrin of Hominy, Oklahoma; thirteen grandchildren; fourteen great grandchildren and two on the way as well as numerous other relatives and friends. In addition to his parents, Dale was preceded in death by his sister Stella Patterson and a brother Joe Parker Higgins, III.
